Big Radius 2 into 2 Vance&Hines, Is fuel pak necessary with stock air filter

Was looking at buying the V&H big Radius exhaust for my stryker, and was wondering if the fuel pak is necessary? what would be the consequences of not using the fuel pak? Any answers or suggestions would be great

Son had no problems with just Big Radius Pipes all last year with no programmer. He just added his homemade BAC permanently and added the Cobre FI 2000o2
