Only if you're going to do anything to your air intake... like a half or full open airbox mod (you can do a search for that mod) you'll need a FC. Sooo if you're not doing anything to the airbox or getting an aftermarket intake you will be good w/o a FC. All in all, you can change the exhaust only and not need a tuner, and you can change your air intake only also and not need a tuner. If you do both, you'll need a tuner.

Hey Guys, I just installed my cobra slip on yesterday. Love the look and sound. I did notice it pops quite a bit on deceleration. Has anyone else noticed this? I did not do a tuner. Everything is stock, just added the pipes. Just wanna make sure it's normal and I didn't mess something up. lol

From all I have read, the popping is due to a lean condition and is common. I also believe that a ECU reprogram is the way to go before FMS. This is what I plan to do comes spring when I go get my bike from storage.

YEP! The slip-on will pop like crazy and Ivan's flash will take it all away. Did you notice an increase in power? I did after I put mine on
