this is a 2 part question.

I am now going to work on getting some design done to my nice purple paint job. I have an excellent art student doing my work. question is, she doesnt airbrush, so can she use colored pencils, or is there anything she can use similar to a pencil to do the work? I am going to attempt to sand the clearcoat myself (hope i dont screw it up).

also, having a problem with painting my engine plastics and how easy they scratch. Am i doing something wrong? I sanded them, 2 light coats of bulldog, and 2 coats Flat black triim paint.

Hi Sam.
I have seen a number of artists using paint pencils for custom painting. Mostly on helmets but bike parts are similar in size. I'm not sure what the actual type of paint is, I imagine an acrylic of some kind. Do a test panel to make sure it is compatible with whatever clear you are going to finish it with as some paints will lift when cleared. Do a Google search for custom paint pencils and I'm sure you will find more info. Good luck, can't wait to see the results.
As for the engine parts it really depends on what kind of paint your using. Flat black tends to scratch more easily than gloss which can be polished out. I've had pretty good luck with Krylon's Fusion for plastic. It tends to dry pretty hard after about 3 days to a week. Hard enough that the gloss colors can be sanded and polished for a final finish. Other than that 2 part ureathanes are about the most durable paints out there. It can be had in spray cans from autobody supply shops. There is an inner section in the can which is broken open for use. Once activated it does have a very limited life, usually 12-24 hours spray time.
