I have the tall yamaha backrest that I only use when the wife rides with. Is there any bags out there that I can mount on the back without a luggage rack or do I need to buy a rack to rest the bag on?

Also any suggest on bags would be great too.

I have something similar to this(i'm at work or i could give you exact). It wraps around the back seat with very strong Velcro. If you put clothing in it, it should be fine, but eventually a back luggage rack would be needed to ensure the weight limit.

I use the Kuryakyn version of that same bag and really like it. It can be made to mount on top of the pillion so that it can double as a driver's backrest. Works very well.

If you really need to hang it off the back of the sissy bar, you should really consider a luggage rack. It will help the bag last longer.

If you dont't want the looks of the luggage rack you can also get a set of easy brackets with some saddlebags. on and off whenever you want and you don't have to have those ugly looking saddlebag supports sticking out like a sore thumb when the bags are off.
