tire and lowering

i've been thinking about going with either a 240 or 250 tire. i also want to lower the bike. the only thing is that i always have my wife on the back and i'm worried about it bottoming out. do you guys have any suggestions on what kind of setup i should get. also i have the stock fender. do i need to change that if i go with a 250?

I'm running the Avon 250 lowered 1" with the PCS lowering links, wife and I go a little over 425 and no rubbing, did cutoff the duckbill though and go side mount plate
