Located just behind the passenger foot pegs there is this piece of steel. What is it used for? Intended for? (see attached file)

Yey,, the cup holder is optional though It mounts a handle bar to the bracket and extends up to a height for the passenger to hang onto. Then the optional cup holder mounts to that. :
Actually I think is just a safety guard to keep like a pant leg or shoe lace etc. from getting caught in the tire.

Yes I believe it's a heel guard.

It's designed as an easy place to attach a chopper bag! You can see the two bolts going through that nice convenient slot on the right of this picture.
